This manual has been prepared for the Tenants of Halifax Developments to provide essential information about building services, facilities, and procedures. It also offers a helpful guide to personnel and offices that can assist in most every circumstance.

We hope you will find this book helpful. Please contact any member of the staff or management team for information or assistance.

Auxiliary Power

Auxiliary power (diesel generator, UPS, etc.) for demised areas would be the responsibility and cost of the Tenant.

Cleaning

Tenants' premises are cleaned nightly, Monday through Friday. Service to Tenants begins on the evening of their first business day. The service continues thereafter as stipulated in the lease.

Tenants are responsible for arrangement and cost of necessary cleaning after leasehold improvements, contract work and the move-in is complete. Additional or special cleaning services may be arranged by contacting the Customer Service Centre at 422-5546 or through our Customer Service web page HERE.

Please note, unless specifically labelled as "garbage" only waste in appropriate receptacles will be disposed of.

Daytime cleaning is available at an additional cost to the Tenant.

Directory Boards

Tenant lobby, floor directory and suite signage is provided at the Landlord's expense, to a maximum of two lines. New Tenants moving into our complex should complete the necessary forms found in the Move In / Move Out Information section of our Customer Service web page HERE.

Subsequent approved changes or additions to directories are provided by the Landlord at the expense of the Tenant.

If a Tenant requires a change or an addition to the original signage provided by the Landlord, the request should be typewritten on company letterhead or placed through our Customer Service web page HERE.

Building directories are located in the main entrance lobby of each building.

Environment

CFC'S

Halifax Developments has commenced a twenty-year plan to eliminate the use of R11 Freon in all refrigeration components used throughout our properties. These include chillers and drinking fountains.

Interior Air Quality (IAQ)

Halifax Developments is very concerned for its Tenants' comfort regarding heating, ventilation and air conditioning (HVAC). Therefore, the company has installed a Johnson Control digitally controlled Metasys System in the Duke, Barrington and Cogswell Towers. This system uses monitors throughout the building which assist in better co-ordination between outside and inside air, therefore improving overall air quality. The CIBC has a similar system, known as FPU, or Field Processing Unit.

On a regular basis, Halifax Developments performs air quality testing throughout our properties. These tests include temperature, relative humidity, carbon dioxide and carbon monoxide levels. We would be very pleased to provide any Tenants with the results. Just call the Chief Engineer at 474-6628.

Fire Warden Program

When you move into a HDL property, a representative of your office will be asked to participate in the HDL Fire Warden Program. HDL requests that all Tenants appoint a fire warden from their office to assist in emergency situations. Halifax Developments provides seminars for the wardens as well as other office staff. Tenant cooperation in this matter is needed and appreciated. A representative from security will follow-up within thirty (30) days after you are settled in to ensure that a fire warden has been selected. HVAC

All requests for heating, ventilation and air conditioning (HVAC) outside of regular working hours will be subject to a minimum charge, depending on the building and the time of the year. Requests can be made through the CSC at 422-5546 twenty-four hours per day seven days a week or through our Customer Service web page HERE. Tenants should allow three days for proper arrangements to be made.

Insurance Coverage

Each Tenant is to provide and keep in force General Liability insurance in an amount not less than $5,000,000.00 per occurrence and name the Landlord as additionally insured.

Locks

Lock changes and key requests are administered by the CSC with an authorized letter of request or through our Customer Service web page HERE. A turnabout period of 24 hours is usually requested, but emergency situations receive immediate attention.

Mechanical, Electrical and General Maintenance

Maintenance and Repair

A stationary engineer is on duty 24 hours per day, including holidays, to maintain the base building equipment. Any concerns, such as heating or cooling problems, burnt out or flickering lights, receptacle power outages or faults, plugged toilets, etc. should be reported to the CSC at 422-5546 by the designated Tenant representative or through our Customer Service web page HERE.

Air Conditioning

Full air conditioning services are normally supplied between the hours of 6:00 a.m. and 6:00 p.m.

Additional Services

HDL will only supply additional services such as door repairs and electrical needs, if it is requested by an authorized Tenant representative or through our Customer Service web page HERE.

Tenant-installed Equipment and Lights

Tenant-installed equipment - fans, air conditioning units, non-standard lights, etc., and the maintenance and repair of such equipment are the Tenant's responsibility. Building maintenance personnel will be available to assist, advise or when authorized, perform maintenance on this equipment or co-ordinate its service, if the Tenant desires. Work performed by building maintenance, including material and special tools, will be at the direct cost of the Tenant. Before work begins, the Tenant representative must obtain HDL’s approval and will be requested to sign a work order ensuring that only the requested work is performed. The work order will form the basis upon which the charge is calculated.

For inquiries or assistance regarding mechanical or electrical systems contact the CSC at 422-5546 and your call will be forwarded to the appropriate department.

Tenant Employee Changes

For security reasons, HDL requests that all Tenants provide notice of Tenant employee changes (i.e. names of new and former employees as well as office population counts). This information allows HDL to provide only authorized security access to the buildings after hours. In addition to security, employee population counts are helpful in maintaining the proper comfort level for heating, ventilation and air conditioning systems.

Medical Emergencies

All medical emergency situations should be reported immediately to Security at 423-9138 after 911 has been called. This allows HDL staff to implement emergency procedures and assist local hospitals, police and other emergency respondents by escorting them directly to the emergency site.

No Smoking Policy

All Halifax Developments Limited commercial and retail properties are smoke-free.

Pedways


HDL properties are completely linked by a covered pedway system. The pedways connect via:

a) Toronto Dominion Building to the CIBC Building
b) CIBC Building to Barrington Place
c) Delta Barrington Hotel and Barrington Place to Scotia Square
d) Scotia Square Parkade to the Brunswick Place from "E" Level of Parkade
e) Scotia Square to Plaza 1881 Brunswick Street from "F" level of the Scotia Square Parkade
f) The Casino, Purdy's Wharf Developments and The Sheraton Hotel to Barrington Place
g) A tunnel from Scotia Square Lower level to the World Trade and Convention Centre and The Prince George Hotel
h) Duke Tower from "E" level of Scotia Square Parkade

Pest Control

Pest control services are performed by licensed contractors and administered by the HDL Manager of Building Services.

While HDL provides cleaning services for Tenants' premises on a nightly basis, Tenants are requested to assist in the prevention of pest infestations by properly controlling food wastes and their residue. Poor control in this regard may result in charges for the provision of additional services.

Recycling Program

Office Tenants are encouraged to take part in the recycling program. We now recycle paper products, newspapers, corrugated cardboard, pop cans and bottles. Contact our CSC at 422-5546 to arrange for recycling containers or you can make the request for recycling containers through our Customer Service web page HERE.

Tenants are requested to break down their cardboard boxes before placing them in a designated area of their premises for pick up. Tenants who do not wish to dismantle boxes may arrange, at the current hourly rate, to have the work done by the building cleaning personnel. There will be a half hour minimum charge.

Remove lids, neck rings and metal foil. Labels can stay on.

No. 1 and No.2 Rigid Plastic Bottles and Containers
Javex, Shampoos, Pop, and other rigid plastic bottles. No need to remove labels.

Tin Cans
Labels and tops can stay on.
Please rinse clean. Do not flatten.
Place in the Recycling Bin.

NOTE: All pop cans, tins, etc., can go into the same recycle bin.

Paper products go into a separate recycle bin.

DID YOU KNOW THAT...........

* Every tonne of newspapers recycled saves about 17 to 19 trees.
* Considerably less energy is required to recycle paper than to process raw wood fibres.
* The total amount of paper wasted by Canadians every year amounts to 80 million trees.
* For every tonne of steel cans recycled, more than a tonne and a half of iron ore is saved. Also saved is the energy equivalent to almost 3 barrels of oil.
* Over 70% less energy is needed to produce aluminum from recycled cans than from raw materials.

ROOF ACCESS POLICY

IT IS IMPERATIVE THAT EVERYONE WHO GOES ONTO THE FACILITY'S ROOF UNDERSTANDS THE CRITICAL AND SENSITIVE NATURE OF THIS ROOF SYSTEM. PLEASE READ AND SIGN THE FOLLOWING FORM.

1. Stay on walk treads where provided.
2. Exercise caution when working with chemicals to prevent spillage.
3. When walking on the roof, avoid stepping on the roof blisters or other roof deficiencies.
4. When working with tools, put down a protective layer of plywood.
5. When crossing firewalls, parapets, or expansion joints, exercise caution to prevent "kick holes" in base flashings, movement of metal caps, or tearing of expansion joints.
6. Remove all debris, obsolete material, containers, etc. when completing work.
7. When using a wheeled cart, make sure the tires are of sufficient size so as to prevent overstressing the roof.
8. Avoid pushing, pulling, or dragging equipment or tools across the roof.
9. If any disturbance to the roof system or adjacent components should occur, please notify the person indicated below as quickly as possible.
10. If any portion of the roof or roof details are to altered during your work, please get authorization from the person indicated below so as not to void any roof warranties.

Neither Halifax Developments nor its servants, employees, agents, invitees or licensees shall be liable for any injury or damage to persons or property resulting from access to the roof pursuant to this document. The undersigned shall indemnify and hold harmless Halifax Developments, its servants, employees, agents, invitees or licensees from and against all liability, claims, damages or expenses due to or arising out of any action or neglect of the undersigned or its servants, employees, agents, invitees or licensees in and about the roof or due to or arising out of any breach by the undersigned of any provision of this document and including liability for injury or damage to the person or property of the undersigned, servants, employees, agents, invitees or licensees.

Security Information

Storage Information

Storage spaces are available in the CIBC Building, Cogswell Tower and Scotia Square. All inquiries regarding available storage units should be directed to the Leasing Department at 429-3660. Telecommunication System

All current systems available in both copper and fibre optic technology with various service providers.

Tenant Construction

The Manager of Building Services is responsible for any Tenant construction less than $10,000.00 whether it is new work or renovations. If a Tenant is enlisting a private contractor, three copies of all plans (i.e., structural, electrical, HVAC, etc.) should be submitted to HDL at Suite 1210, Cogswell Tower, 2000 Barrington Street, Halifax, NS B3J 3K1 Attention: Property Manager for approval prior to commencement of the work.

Tenants have the right to select their own contractor; however, the contractor must be approved by HDL prior to the start of construction. Alternatively, the Tenant has the option of selecting from the following list of pre-approved contractors who have met all criteria for working on our properties.

Tenants should inform the contractor(s) hired that they can not park vehicles in the loading bay area at 1984 Barrington Street. The contractors can use the loading area to unload and load tools and equipment each day, but they must make alternate parking arrangements. Prior to commencement of work, contractors are required to obtain a Property Work Permit from HDL. (See sample attached)

The HDL Work Permit is to be filled out and submitted for approval by all outside contractors working within the complex prior to the commencement of work.

To obtain a HDL Work Permit, a contractor must have on file with Halifax Developments a copy of an up to date Workers Compensation letter, a certificate of Liability Insurance for no less than two million dollars ($2,000,000.00) liability naming Halifax Developments Limited or Crombie REIT as a third party. (See attached example copies)

Contractors working without this form will be asked to cease work until the proper documentation is received.

Window Cleaning

Exterior and interior cleaning of perimeter windows are performed by window cleaning contractors and administered by the HDL Manager of Building Services. The interior cleaning services are provided twice a year. Notice will be given prior to the cleaning. HDL administers exterior window cleaning three times per year.

Within the properties owned and managed by HDL, there are a number of amenities including;

Food:
Food court in Scotia Square, Hotel restaurants, Peddler's Pub, Pita Paradise, Coffee and Colours located in Barrington Place

Banks:
Bank of Nova Scotia, Scotia Square (full service)
CIBC in the CIBC Building on Barrington Street (full service)

ABM:
a Royal Bank automated banking machine in Barrington Place.

A full range of retail shops, housing everything from photography equipment to ladies fashions, is found in Scotia Square and in Barrington Place.
